Numerous initiatives have been conducted on the shale resources since 1968 that have resulted in multiple MOUs. To date there has been no corresponding benefit to the Kingdom. The major obstacles that precluded success in these efforts have been:
1) The use of primitive technologies which either required the consumption of additional resources such as water, or in some other way damaged the environment (produced undesirable byproducts); and,
2) The notion that an MOU in itself constitutes an achievement. It seems that bureaucracies all too often tend to merely self-perpetuate rather than translate effort into true accomplishment.

AERTC supplies all required capital for construction and operation of the facilities.
