We didn’t come to a conclusion but followings are the proposed values:

Objectives: What accomplishments must this ministry achieve within one year to be successful?
The Social Enterprise had been consulted by about 50 families per week when it is operating on Saturday’s evening from 5-7.30 pm and the new cases each week is around 15 to 18 cases. In 2014, this would accumulate to about a 1000 new cases and this does not take into consideration those who didn’t come to the consultation centre but were referred by Institute of Mental Health (IMH), Credit Counselling Singapore (CCS) or other points of reference such as Members of Parliament constituencies.
The SE also provides home visits or sit down sessions with the debtors and its about 2 cases per week per volunteer. At this moment Adullam Life Counselling have an average of 12 volunteers per week hence in a week about 24 visits were made which would accumulate to more than 1200 visit per year.
On a monthly basis, Money Wise program are also run by Adullam in collaboration with Community Development Council (CDC).
A measurement instrument would be drawn out to help gauge the level of success from those who first come to seek help to two months after they had been helped to measure their response.
With the above background, we envision to at least achieve the above to be successful.

The bare minimum estimate cost for one year would be around $96000 or about $8,000 per month. This does not take into consideration renovation cost for new office and only provide for one staff’s salary.

Income: How can that be achieved?
Following avenues were suggested and considered:
Organising talks and seminar
Flag day – not visible at this point as it requires regulators’ approval.
Individual contribution (love gift)
Bakery course (course)
Beneficiaries – it’s Adullam policy not to collect as these people are in need. This SE is a work out of love hence they will not collect from them. On the other hand very often the volunteer actually help out to supply their basics like rice, food, as they have no cash left.
Ask Beneficiaries to give after they had get out of financial trouble.
Monthly pledges from donors – build a donor base
Adoption by churches –
Referrals from churches – establish relationship with churches,
Position yourself as a local mission.
Consider collecting money from money lenders – conflict of interest, what’s in the mind of the ML and beneficiaries. Some ML treat Adullam as a voluntarily debt collector. Example in CCS situation is that Citibank release funds to CCS. ML felt that Adullam is another debt collector hence they are willing to contribute to its set up but there is a potential conflict of interest and Adullam doesn’t want to be view as siding with the ML though they would truly benefit from it at this point since funding is an issue.

SWOT Analysis: Strength, weakness, opportunity & threats!
Strength – Bro Wong had been doing this since 1992 and helped at least 2000 cases through Care Corner, One Hope and The Silver Lining.
One Hope is presently asking their beneficiaries to negotiate with the ML directly and this is very difficult for debtors to do with their lenders. (Pro 22:7 The rich rule over the poor, and the borrower is slave to the lender) Already there are cases from One Hope that had turn to Adullam.
Weakness – Leadership on what to do
Opportunity – there are many many debtors who are in debt and doesn’t know how to deal with the ML. At present Adullam solely obtains it beneficiaries through referrals and it is noticed that if publicity is made, more beneficiaries would come forth.
Threats - Leadership
Conclusion is that in view of the above, we will push forward to build up a donor database and perhaps it would be easy and faster to get individuals to contribute on monthly basis. At $8000 per month, if we can get 80 individuals to agree to give $100 per month or 160 people to give $50 per month, the goal would have been achieved.
We would also write to churches to participate in this venture and at the same time make this work known to them so that if they have members who are having trouble with ML, they can refer them to us. To such we would have to make a simple business plan so that they can table it in their board meeting. This would take a little more time as their board meeting are usually on monthly basis unless the pastor is already in the know about the work and thus they can give their support.
The target date for Josephine to start would be around 1st July
