THE FUTURE OF THAKEHAM January 2015
The Thakeham Neighbourhood Plan is an important planning document which will shape the future of Thakeham over the next sixteen years. It is therefore relevant to all parishioners and those who value Thakeham’s unique heritage and sense of community. From 9th January to 6th March 2015 you have an opportunity to let us know what you think about our proposed policies.
Due to a Government review of the planning process to address a perceived shortage of housing in the UK, every District Council has to supply its share of new housing. For Horsham District Council at least 7,000 further new houses may have to be built in the District over the Plan period to 2031.
The Parish of Thakeham has to take its share of this requirement and the policies we have developed have been used to assess the suitability of sites that have been identified. The result of this has been the allocation of a single site to the south of the Parish, inside the built up area boundary. The number of houses that can be built on this site has not yet been determined. By preparing a Neighbourhood Plan, the parish council and its team of volunteers are taking the opportunity to influence the type and size of development which can take place in the village during the life of the Plan.
In Thakeham this has been a lengthy, thorough and robust process, headed by a Steering Group and supported by 5 Focus Groups that have incorporated local comment and opinion, as well as independent planning guidance. This collaborative approach involving an initial community survey, community consultation, presentations and village character appraisals has produced the evidence required for the pre-submission Neighbourhood Plan that is now under consultation.
Some development in Thakeham is inevitable, and most parishioners accept that a living, thriving village requires sufficient housing stock that is flexible to the needs of the local community. The District Council has, over the past 18 months, granted planning permission for a substantial increase (32%) in total housing numbers in Thakeham with 146 houses on the Abingworth Nursery Site and 75 houses off Water Lane. The majority in the village consider this number to be a substantial contribution to the new housing numbers in the District and wish to restrict future development to proposals which utilise sites within built up area boundaries/settlements thus avoiding additional building in the countryside.
The Thakeham Neighbourhood Plan will allow us to ensure that the landscape and character of the village is protected. It enables us to participate in how the community is developed and provides the opportunity to influence where the new houses are to be built, and what they might look like.
The Parish Council, supported by its large team of volunteers from the community, believes that the hard work and determination dedicated to the Thakeham Neighbourhood Plan has resulted in the production of a pre-submission Plan that best suits the current and future requirements of the community,

Printed copies are available to read at: The Parish Offices, The White Lion, Storrington Library, Thakeham First School and Rydon Community College.
Come along to the Village Hall on any of the following Saturdays (9.30 am – 12.00 pm) January 17th, 24th & 31st, February 7th, 14th & 21st. The Plan will be available for you to read and the main policy section will be enlarged and displayed for ease of reading. Refreshments will be available and members of the Plan Steering Group will be on hand to answer any questions.

What happens if we don’t have a Neighbourhood Plan?
New development is inevitable. Without a Neighbourhood Plan, development applications and their approval could revert directly to HDC policies without recourse to local influence or opinion. Applications could be approved that do not take account of the aspirations of the people in Thakeham and the Parish would have little influence on the position or design of such housing.
You can see what an important and influential document the Thakeham Neighbourhood Plan is for us all, so please take the time to read and give your comments.
The feedback received through this consultation process will be considered by the Parish Council in its determination of the content of the final Plan which the Parish Council is hoping to submit to Horsham District Council in the spring of 2015. There will then be a formal examination by a Planning Inspector and a local referendum. Hopefully, by the autumn of 2015, Thakeham will have its own Neighbourhood Plan.
