Ibsen – An enemy of the people
In East Side 990 Acres (about 1.5 times the Size of Mueller) was rezoned in 2011 without infrastructure planning. (Added 2 letters “NP”)
From a simulation standpoint this is almost an identical microcosm of “Code-next.”
These 990 Acres are supported by few major creeks
Almost all creeks need work but we have no money.

Due to “Urban Watershed” laws you are permitted to flood your neighbors house with no consequences

Implications on Code-Next
Mark Jackson’s problem will appear in every neighborhood magnified by 100 times
Code-next must take into account engineering feasibility, local geography and existing infrastructure.
Policy 1: Creating new equity is not a reason to destroy existing home owner’s equity.
Policy 2: City cares about what is outside the envelop – the house is a product which belong to a private citizen
Policy 3: A “form” suggestion must be supplemented by infrastructure profile and feasible technical method for implementation
