DIY tobacco was my business which was to promote home (organic) grown tobacco which would have health and financial benefits to the consumer. Registration of premises is essential for the grower if they are to use their produce. Excise Notice 476, the instrument behind registration is very complex, it is difficult to read and understand let alone to comply with. I was planning on publishing a simplified guide or provide a registration service to my customers, which would have lessened the burden on the department and brought the illicit home grower into the fold of the law. I also proposed, to a senior officer how a simple license could be sold to growers, replacing the need for overly complex rules involved in registration and compliance enforcement initially designed for commercial enterprises. The fees would offset any revenue lost from duty, and again lessen the burden on the department. Of course I’m not privy to the department’s strategy on home growers, but from my side it seems to keep it outlawed.
