Thank you very much for the opportunity to apply for the Natural Resources Manager position based in Portland, Oregon. The prospect of re-joining the U.S. Army Corps of Engineers to plan and direct natural resources management and recreation programs within the Portland District is truly exciting.
After several years away, I returned with my family to the Portland area last year and work as a Chief Ecologist for Ecology and Environment, Inc., an environmental consulting firm. From 2008 to 2014, I lived in Fairbanks, Alaska and for most of that period I served as a Regulatory Division Project Manager for the U.S. Army Corps of Engineers. From 1998 to 2007, I worked as an environmental scientist specializing in aquatic resource analysis and permitting for various consulting firms based in Portland and Seattle. In 2001, I received certification as a Professional Wetland Scientist from the Society of Wetland Scientists, and in 1998, I received an M.S. in Environmental Science from the University of Washington.
Throughout my career, I have strived to balance reasonable development with resource conservation. I have managed and participated in many complex and challenging projects that involved ecological assessment, impacts evaluation, compensatory mitigation, and review of relevant regulations and policies. These projects required careful analysis vis-à-vis National Environmental Policy Act documentation, wetland delineation and jurisdictional determination, watershed assessment, noxious weed survey and management, and habitat rehabilitation planning, design and monitoring.
Through these experiences, I have become adept at efficiently collecting and managing information including detailed project budgets, conducting quantitative and qualitative analysis, coordinating with applicants and stakeholders, preparing coherent documents, and presenting information to audiences of varied technical understanding. Perhaps most importantly, I have learned to value clear communication to motivate, advise, and learn from colleagues.
