The local government unit’s meeting I attended was the Commissioner’s Court of Upshur County, Texas. The Meeting was attended Friday, September 30, 2016, 9:00 am.
The goal was to discuss and take action to approve the Upshur county clerk’s records archive plan and the Upshur county district clerk’s records archive plan. The meeting was a public hearing on the Upshur county clerk’s records plan and the Upshur county district clerk’s records archive plan.
First we started off with the pledges and invocation. Then we discussed the minutes of the previous meetings, payroll changes were approved. The way the approved payroll changes were approved was the whole court room talked about it and all of the commissioners would either agree to approve it or disagree to approve it. One president commissioner would say “ Who are in favor say I, and those who disagree say I.” If one person did not agree then they would not pass that agenda. This meeting reminded me of how our agriculture meetings are. We have a President, Vice President, Treasurer and so on. I think this is somewhat like that. It is the closest thing I have to compare anything like this to. Once the payroll changes were approved they moved on to the next thing, which was the budget amendment.
This was about how much certain fees were. They discussed about how much they need to pay attention to what they are spending on the city. They discussed what was necessary and what was not necessary for the city. The reasoning for even discussing this, is because the city has a limited amount of money they can spend on certain things for the city. They do not want to waste money that the city will not actually benefit out of. Another thing that was approved was they gave a $2,100 grant to the Meals-On-Wheels Program. The Meals-On-Wheels Program helps families that cannot afford to provide for their own. This grant the city gave to the Meals-On-Wheels program was very generous. Another that was approved was people were agreeing to help the cemetery get cleaned up for the respect of the deceased and the families of the deceased. There was a storm and that was the reasoning that it desperately needed cleaning. The next agenda was to approve the closure of the Gilmer library for construction, painting and reconfiguration of the library. The library would be closed for three weeks. The question’s the commissioners had was, “You all are going to be out of work for three weeks?” The no work for three weeks was not going to be accepted so when the librarian said, “No, we are going to be there everyday painting and helping as much as we can to finish the library.” The commissioners once felt better. So they approved for the closure of the library.
After the closure of the library was approved they discussed and took action of the policy for county employee leave time pay at termination of employment. Once everything was discussed and approved the meeting was adjourned. Going to commissioners meeting it has showed me how the city is running and who run’s it and how everything actually works.
