How can Papua New Guinea create entrepreneurs in the agriculture Industry?

Currently what the Agricultural Institutions Teach in their respective Institutions are somewhat duplicated programs, that after graduation there is 100% competition. There is less opportunity of securing an employment in the open market for agricultural graduates in PNG.
The Agricultural Institutions in PNG have to adopt a new approach of deliverables to educate agricultural scientist for this country. It seems like a duplication of all courses in institutions that facilitate agriculture courses. Annually, we see a lot of qualified agricultural graduates in search of employments with least 5% of the Institutions are awarded placements. The New Britain Oil Palm is one of the very few Organizations where you find the bulk of the graduates employed. The other Governments and Non-governments, Private Companies and or Institutions only hire the best. The remaining are left to fend for themselves on the streets in search for employments.
How can the Government of the day create employment opportunities for Graduates?
This is a question that is left unanswered by even the greatest politicians and bureaucrats of the day. Every Policy document has collected dust and the 87% of the 7.5 million still cry out for basic services of Health, Education, law and order, infrastructure and the list goes on.
One way or another this country for after 4 decades have to realize that, the nonrenewable sector will not drive this country into economic independence but the renewable sector. We say Agriculture is the backbone of this nation, yet we overlook the sector by giving just 2% to the Agriculture Sector when in-fact the sector contributes 10% of the GDP.
87% of this population are subsistence farmers, imagine what would happen if priority was given to the sector. We should be utilizing the returns of the nonrenewable sector to grow the renewable sector because like everything on earth we all have a life span.
Like Vocal Fusion, we can create an Agriculture Entrepreneurial Investment .The AEIP would be only for young Graduates in the discipline of Agricultural Background from the Institutions in PNG. This is one way we can expose elites in the agricultural discipline and breed them to think like Business Scientist and not Academic Scientist. The Agriculture in PNG really needs a paradigm shift looking into innovations for farmers to create wealth for themselves thus growing our country’s economy. PNG has the Land and Water available with Human Resources, largely unskilled. We have a lot skilled agricultural graduates roaming the streets of this Nation. They have the skills and knowledge, but cannot compromise with today’s operational environments.
The National Development Bank has been doing such mentoring programs for successful candidates, assisting in mentoring small to medium entrepreneurs. However, there is lack of alignment to Sectoral Policies (DAL Policies).
The Objective of this Proposed Agriculture Entrepreneurial Investment Program (AEIP) would be;
To promote rural agricultural entrepreneurship
THE THEME FOR THIS AEIP WOULD BE; “Enhancing farmers' entrepreneurship: Creating conditions for employment and wealth for rural agricultural entrepreneurs”.
The AEIP if introduced would enhanced economic growth by “promoting competition of entrepreneurship and innovation”. Thus, reducing unemployment, particularly amongst youth, (Graduates) through the “encouragement of entrepreneurship”.
The AEIP would be open to graduates alone and would have stringent selection process. Criteria’s and guidelines would have to be developed as per the Departments Vision and Mission and aligned to the new 20-year Corporate Plan “Economic Independence for PNG” the people are the power. The mentorship would be coordinated by the Department in partnership with the various stakeholders that will be identified.
Students would then submit proposal on specific programs that the Sector see necessary to transform lives of people especially farmers and most importantly can be able to translate the proposal into cash and employment and that it is a lasting solution to a problem that had been faced by farmers in the last 40 years. Example a proposal on downstream processing plant for Cocoa or Coffee or Vanilla. The Innovative Entrepreneurial Program would bring interest from other Professions as well. This is a good way we can lure Investors into the Agricultural Sector as then they will be the ones investing into this program and that we bring in experts for mentoring programs.
If the PNG Government and the Agriculture Ministry take an approach since now that there is a need to transform this Sector to a more innovative means to translate PNG Agriculture power to peoples prosperity and economic Independence. From my perception, Innovation and Investment is a way forward to achieving PNG Vision 2050: Build a modern, climate-smart, market-driven & competitive agriculture sector by 2050”.
I am sure this is one way we can expose our Skills and Knowledge and importantly, bring a transformed imaged to what our students learn in their institutions.
