Providing a One-year program reintegrating the eligible individuals with Full time
school and specified social adjustment programs specifically designed for the
individual’s personal needs.
A. Human Services for the Re-entry segment of the Prison population being
released Back into one of four NW Washington Counties, Whatcom, Skagit,
Snohomish, and Island Counties will be targeted initially due the fact there is
currently one such facility of any kind serving all four Counties listed.
B. The best thing about it, is this is a process that currently would pay for itself
through an individual’s Financial aid, which is available to ex-felons but not all.
I would be the complete facilitator for all pre-registration steps both placement
testing and the FAFSA approval process.
C. Providing Education placement and therapeutic housing with an emphasis on
social reconnection and life skills programming and training. While forcing social
readjustment in the classrooms themselves. Increasing the employability and human
character values of all who succeed the yearlong commitment to School Release.
D. Currently per. Washington DOCs own website the total inmates released so far
in the four eligible Counties listed above as of August 6/2015 is 1.432 men and
woman so estimating the year end 2015. 2.864 of the actual legally eligible by DOC
policy as RCWs state Felon must return to County of origin of Offense.
The Bellingham DOC Work-Release on N Forrest St. Is the only such service of any-
kind and it’s a job at Denny’s for six months and there’s where you enter the world.
re-entering our societies with no jobs, no skills, and no housing for a very large
percentage yet to be submitted through research.
E. A computer program with some given criteria identifying our target individual is
sent to DOC Reception center, the beauty is DOC refers those eligible.
I get E-mail so and so is eligible his release date is at-least one year away, preferably
two years to facilitate not just the program but also a coordinated release plan with
local Community Supervision officers that comprehensively works with us to
accomplish the very same goal safe, socially integrated and self-reliant neighbors for
us all. make contact with interested and committed individuals, I personally travel to

concepts to behavior modification and Social reintegration.

“Problems with purpose and self-reliance.”
A. The Criminal Justice Industry or Machine, and Non-Profit housing.
Re-Entry and criminal reform are the segment or niche.
As an ex-felon I have experienced the consequences of bad choice’s and the
daily reality or the toll in time it has taken from me, long term in my life. Stigmas,
labels and far too many societal road blocks for returning felons.
According to U.S. Dept. of Justice 95% of every currently incarcerated inmate both
Federal and State will be released back into our communities at some future date.
Recidivism rates of Washington’s Prisoners returning to their communities.
B. Whatcom County Work Release Located N. Forrest St. Is the only release

jobs and substance abuse treatment while they finish their last six months of sentence.

At one of the states Work-Release facilities.
C. Washington State happens to be bringing up the rear in social change initiatives
and legislative directions to remove some of the social barriers, but are in fact
implementing new policies’ that will indeed coincide directly with the business
proposal submitted here.
I am a visionary who has found the right door, asked the right questions surrounded
myself with the right people and learned what accomplishments were, and their value
in self-esteem and one’s sense of belonging or purpose. There is no comparison
between a dish-washer job at Denny’s for six months while you pay the State for room
and board while saving very little and transforming nothing except having to provide
for yourself with none of the innovative self-help and reintegration tools that are
currently being analyzed and perfected.
D. The actual opportunities are far reaching both for the ex-felon and our future as
a society and how we treat people. I intend to track all individuals and all aspects of
Services provided over a 2 and a 5 year periods and changing and expanding as we go.
Whatcom County Work Release Located N. Forrest St. Is the only model for an actual
operation reference that would suggest drug use and relationships are most common
threat to the individual’s success there so I’m sure some same risks. The motivation
of the individual both before release and throughout the year duration of the program
will disclose if threats exist and they should be weeded out before arriving.
I believe the answer to whom are my customer’s is two-fold. First I believe the
releasing Is my first and foremost customer for the obvious and previously stated
reasons. I also feel strongly that society or our Criminal Justice system and D.O.C. along
with giant recidivism rates Nationwide. All bringing us to the ultimate customer the U.S.
John Taylor the Criminal Justice Instructor has already agreed to be on board of
Directors of Non-Profit. He is currently assisting in Areas of direct consequence of the
Community College. Lloyd Zimmerman, Ex Ferndale City council member and
entrepreneur himself. Also on board of directors so far.
I have not mentioned this proposition or business plan to anyone so far that saw nothing
but success and social need and long-term reform progress.
Taxpayers can spend money elsewhere and the cost of incarceration has got to show

I will open dialogue with D.O.C. officials and get necessary security clearance to

Me are both legally and time wise conceptually.
Three basic questions, 1. Are you from one of the four listed Counties. 2. How much time
until release date. 3. Have a GED or HS diploma and eligible for financial aid, or other
financial resource to pay both housing and tuition books etc. while working through the
yearlong program. Inmates have actual E-mail accounts now called pay pal or something
of the kind and communication is easy and fast.
My mission statement for my Non-Profit company:
We endeavor to bring education to whomever possible in or out of prison, no matter the
obstacles. We stand for the future of tomorrows neighbors not todays criminals. We can
and will always strive to implement the latest strategies and technologies for our programs
and the sustainability of our business future. All will be treated equally with clear cut goals
and agendas for all to follow, for placement consideration at one of our facilities. Whether
eligible individual requested or was referred. We stand for,” Do today what is for all to see

I seek to continue to educate and reach the public with the facts about the Judicial System.
I want every graduate of our one-year program to be completed only after at-least 4 page

statement being if you could tell someone 15 on his way to trouble what would it be.
A label is something on a can and not something in one’s heart or dreams.
All of us fall way short of perfect, and everyone deserves a second chance. We do mean
a viable chance not $40 gate money. We believe that at the core of change is Education and
College Campuses Cleanse and correct much more than a math problem. We make the
chance possible, you make the chance a choice for a better future and we will always be
there as real valued connections for you to utilize and have for the remainder of your free
lives on your productive path. Invest a year and your life will be changed I guarantee it.

SWOT: For Non-Profit School-Release program or business.
I know if you improve anyone’s or anything’s quality of life you can accomplish major
life altering behaviors that if laid one upon the other they make up the universal
teaching or self-development aspect of Morals or Values or just plain old responsibility.
What has transpired in my life since JAN/26/2013 was an education in real life, people,
and the interactions with all ages all races and gender has for the first time in 54 years
given me “purpose not problems” and “peace not pain”. I intend to share in diverse ways
all the steps and events that played a role.
Biggest strength it is possible now if someone could or would facilitate all the necessary

What long-term benefits or strengths it serves the whole of society are beyond societies
Conception of what the problem truly is.
The lack of capital, the lack of integrity in the legal community and business community.
Societies long time views for ex-felons just write them off etc. Is one of my major road
blocks as society changes its views to a more second chance open public this concept
will struggle with full community support. Finding a giant house that would meet our
business needs is surely a hurdle but not weakness.
The social opportunities and whole Justice Reform shifts are the real opportunities.
I can hopefully earn a decent salary that will allow me to provide for my family and our
Future. Home ownership for the first time would be amazing and a lifelong dream.
The School-Release itself is a healthy and enormously productive concept and if as I
Suspect it will give Social Service workers to introduce and try different self-actualization
Type programs in the future. The opportunity to grow and bring School release facilities
Like this to cities and towns all over America.

trust in Staff and the operations of facility. Whatcom Counties Policies on such like
