The following are the planned clinical practice activities to be undertaken by Todd Beard during the Winter Term 2010 at the University of Michigan - Flint. Satisfactory completion of these clinical activities is a requirement for completion of the Masters in Public Administration Program. This clinical experience will be completed at the International Academy of Flint under the direction of Ms. Traci Cormier, Director, who will serve as the cooperating administrator and provide on-site supervision of the experience. ______________________________________________________________________________
COMPETENCY 1: ACCOUNTABILITY
Related Task 1.1
Ability to interpret meaning of various standardized tests to boards, teachers and lay citizens.
Specific Task 1.1.3
Ability to use assessment data to identify weaknesses and recommend strategies for improving student performance.
Narrative Description of Specific Task:
Serve on a Math subcommittee which is preparing for review of the Michigan Educational Assessment Program (MEAP) results. This is a standardized test put forth by the State of Michigan in compliance with No Child Left Behind in order to hold public schools more accountable for their educational practices. The majority of this data is on 3rd -11th grades test score for Math, Social Studies, Language Arts and Science.
Assist in the formulation of the report which will be submitted to the School Improvement Committee, Director, and School Board for initial review. I will assist in compiling the data, finalizing the wording to be used, and producing the final report which will be sent to the Sabis Educational Management, our management company.

Conduct a staff meeting.
Assemble a handout with items of interest for staff at the International Academy of Flint in a given month. Follow the procedures for a normal staff meeting, and attend an administration meeting. Working with Loraine Brinker (MPA cohort colleague), Connie Clark (head secretary), and the administration team, I will help create an agenda and lead multiple points of discussion in the agenda during an all-staff meeting.

Conduct a clinical evaluation cycle including observation in a typical classroom.
Carry out a classroom observation and post-observation conference with a consenting colleague, Tammy Crowl 5th grade teacher, using the district's evaluation instrument and procedures. I will prepare a written evaluation based on the classroom observation using the districts reporting format. Interview the staff member after the formal conclusion of the post conference concerning her perceptions about administrative practices and behaviors that facilitate meaningful evaluations and promote growth by staff members. Reflect on the process and what represents good administrative practice.

Create a Video Journalism After-school program. I will create a plan with measurable objectives and goals. I will investigate material costs and search for the best materials at the best price. Complete Purchase request forms. Maintain equipment and develop a strategy to measure progress and identify strengths and weaknesses of the program implementation.

Participate in a survey combined with interviews of staff members regarding school discipline policies after a professional development with Mark McLeod. I will organize the information into graphics to help understand and disseminate the data.

COMPETENCY X: JOB SHADOWING
Spend one day shadowing my cooperating administrator, Traci Cormier. Assist administrator when appropriate. Write a reflective summary of the day citing all activities and providing a thoughtful analysis of the number, nature and focus of the activities and with who the administrator interacted. Describe and assess the decision making processes and styles used by the administrator in responding to various categories of demands or problems. Identify several crucial lessons the day taught about school leadership and administrative practices.
In addition, spend one day with the assistant administrator in charge of discipline. Assess the strategies used by the administrator in dealing with the various types of disciplinary actions. Observe and assess the other responsibilities of the assistant administrator and identify the crucial lessons the day taught about school leadership and administrative practices.
Attend administrative meetings whenever time permits and report on the extent, time commitment, and paperwork these meetings entail.
